About HESCO

As a result of the WAPDA revolutions in 1981, Hyderabad had one AEB (District Electricity Board) out of eight AEBs. Between 1981 and April 1998, the Pakistani government took an important step and established the online billing system WAPDA in Hyderabad. Hyderabad Electric Supply is now responsible for the District Electricity Council of Hyderabad. However, Hesco is primarily operated and owned by the Water and Power Development Authority (WAPDA).

However, Hesco incorporated in April and was finally certified to begin operations on July 1, 1998. Hesco supplies electricity to 12 districts in Sindh. Instead, they work day and night to make their customers more comfortable and run their business more efficiently.

HESCO Tariff

NEPRA determined tariffs for seven DISCOs for the FY 2019-20 & FY 2020-21 individually
under the Single Year Tariff Regime (SYT) for both their Distribution and Supply Functions
separately, including revision in the Power Purchase Price (PPP) references.

Similarly, for the DISCOs under the Multi-Year Tariff (MYI’) regime, i.e. FESCO, LESCO, and IESCO, GECPCO, PESCO, MEPCO,HESCO the Authority through its decisions allowed adjustment in the tariff components for the FY 2019-
20, including adjustments on account of under/over recovery of the previously allowed revenue
requirement, as per the notified adjustment mechanism along with revision of the Power
Purchase Price (PPP) references.

Taxes Applies in HESCO Bill:

Here are common taxes that you usually see in the HESCO bill:

E.D: 

Electricity Duty = @ 1.5% to all units charged in current billing month.

GST:

General Sale Tax (GST)   @ 17% . This tax is calculated on Cost of Electricity by adding E.D and other Variable Charges.

TV FEE:

TV fees   Rs 35 for single TV if you have more than one then it will be multiply with the number of TV set you have. For commercial consumers the TV FEE is Rs.60/-

FPA:

 

Fuel Price Adjustment. FPA (Fuel Price Adjustment) price in hesco bill belongs to rental power companies that generate electricity from furnace oil, LNG other oil products . FPA for the month of February 2022 will be calculated by NEPRA and will be levied on April 20222 Hesco Bill. You will see this amount in your bill when there is fuel price accordingly.

INCOME TAX:

Income tax  applies on all commercial consumers as well as now a days on the domestic consumers who consume more than 1000 units in a month.
EXTRA TAX:  Discontinued
FURTHER TAX: Discontinued

SALES TAX:

Sales tax is only applicable to the commercial consumers there is also sales tax 2014 for insustrial consumers.

QTR Tariff Adjustment:

This is quarterly tariff adjustment by NEPRA. This is usually done after every 3 Months. This tax applies on Hesco bill when there is domestic consumption more than 300 units . There is no limit for commercial users.

TR Surcharge:

TR Surcharge applies on Industrial consumers of Hesco. Some times this surcharge  credit to the consumer and some times debited to the consumer  by NEPRA as per defined in NEPRA rules. T.R stands for Tariff Rationalization Surcharge. This is NEPRA and GOP tariff difference.

FC Surcharge:

To maintain the debt financing or to collect the revenue from consumers . FC means Financing Cost. The Hesco decided to charge 0.43 paisa per unit as FC Surcharge, to secure collection of debt servicing of the Power Holding Private Limited Companies.

Deferred Amount:

Deferred amount is not the tax anympre. This is just a disputed amount out of the consumer bill. It may be because of court case or any other disputed matter . This amount remains in the deferred box until the matter come to an end. In other words it a set aside amount.

The peak hours and off peak hours are important for industrial and commercial consumers of Hesco. HESCO consumers. The below table can help you to reduce your Hesco electricity bill. Make Sure to use less electricity in the peak hours,
